The Administrative Services Division (ASD) is composed of these four bureaus:

The Administrative Services Division (ASD) provides support services to the programs and divisions of the agency. Those services include general, financial and human capital management, capital assets oversight, records management, corporations, and information systems. By statute (Section 8-8-7 NMSA 1978) “the director of the administrative services division of the commission shall record judgments, rules, orders and other proceedings of the commission and make a complete index to the judgments, rules, orders and other proceedings; issue and attest all processes issuing from the commission and affix the seal of the commission to them; and preserve the seal and other property belonging to the commission.” The Director of ASD also serves as the Chief Clerk of the Commission.


The mission of the Administrative Services Division is to provide and deliver guidance, information and expertise in the areas of administrative support to all divisions of the Commission and corporate consumers in an efficient and positive manner to ensure that the Commission meets statutory, regulatory and internal administrative requirements.

The demands placed on the Administrative Services Division dictate that it must be the visionary for the agency when it comes to strategic planning. It is the responsibility of the Division to direct and lead by example and to assist the other members of the Commission in the areas of strategy and policy formulation.


To accomplish its mission the vision of the Administrative Services Division takes proactive forward-thinking and flexible management and strategic approaches in order to anticipate and meet future needs of the Commission.

Facts and Recent Accomplishments

  • The Public Regulations Commission received an unqualified audit in 2005, thanks to the efforts of the Budget and Finance Bureau.
  • The Human Resources Bureau recently implemented a collective bargaining agreement and negotiated a supplemental agreement with the State Fire Marshal’s Office and the Association of Federal, State, and Municipal Employees.
  • The Information Systems Bureau embarked on upgrading legacy mission critical systems into modernized platforms, improving the efficiency of business processes. These system upgrade efforts will directly affect the taxpayers of New Mexico, as data processing and information availability are optimized and platforms become more user-friendly for both internal and external customers.
