Economics
Along with other bureaus within the Utility Division, the Economics Bureau reviews and analyzes electric, gas, water and wastewater utility cases under the constraints of Local, State, and Federal Law, and provides recommendations in the form of expert testimony in case proceedings before the Commission. Specifically, the Economics Bureau provides recommendations regarding its evaluation of utility capital structure, return on equity, debt financing, allocation of costs to rate classes, rate design, and various other matters including, but not limited to, renewable energy, energy efficiency and transportation electrification.
